Fixed Penalty Notices, Standard Charge Notices or Excess Charge Notices issued by councils not in the Civil Enforcement Scheme or Police.
Some local authorities issue parking tickets in their car parks and in metered or pay and display bays on the street, although not under the legislation referred to above. These are commonly known as “Excess Charge Notices” or “Standard Charge Notices”. They are processed by the local authority and enforcement takes place in the local Magistrates Court.
Tickets about parking on private land
On 1 October 2012 wheel clamping and vehicle removal on private land in England and Wales was banned. Parking tickets, called ‘parking charge notices’ may still be issued. To pay or challenge these, contact the operator whose details appear on the notice. If your challenge fails, you can appeal to POPLA (Parking on Private Land Appeals).
