About Us
The Traffic Penalty Tribunal (TPT) decides motorists’ appeals against Penalty Charge Notices (PCNs), issued by local authorities and charging authorities in England (outside London) and Wales, for parking and traffic contraventions.
This includes appeals against penalties issued by over 300 local authorities the length and breadth of England and Wales for parking, bus lane, moving traffic, Clean Air Zone and littering from vehicles contraventions.
The TPT also sees appeals against penalties from a number of other Road User Charging Schemes in England, including the Dartford-Thurrock River Crossing (‘Dart Charge’) scheme, where the charging authority is the Secretary of State for Transport; the Mersey Gateway Bridge Crossings (‘Merseyflow’) scheme, where the charging authority is Halton Borough Council, and the Durham Road User Charge Zone, where the charging authority is Durham County Council.

Experienced, independent lawyers
Appeals to the Traffic Penalty Tribunal are decided by part-time Adjudicators: all wholly independent lawyers, whose appointments are subject to the consent of the Lord Chancellor of Great Britain.
The Adjudicators are supported by administrative staff, who provide customer support to appellants and help manage appeals. For convenience, the Adjudicators and administrative staff are described collectively as the Traffic Penalty Tribunal.

Authority

The TPT is independent of the
authority and the appellant,
ensuring a fair, impartial
decision on an appeal

Digital by default…
but with the human touch
The appeals process for parking tickets and other motoring penalties has historically been typified by piles of paperwork and time-consuming statutory processes for all parties.
The TPT, however, has always strived to embrace new and emerging technologies. Over the last decade and beyond – with the user experience firmly at the centre – the Tribunal has been able to revolutionise the way it manages appeals. The result has been a complete Digital Transformation of the organisation and an award-winning, fully online appeals management system.
The online system has been held up as a world-class example of online dispute resolution; one that is more accessible and transparent than ever, resource effective – both financially and in terms of time – scalable and supportive of modern working practices.
90%
of appeals
completed
fully online
>75%
of appeals
decided in less
than a month

As a consequence of delivering a fully online appeals journey, we have been able to free up the time of our Customer Support team to provide help for those who need it.
Whether supporting appellants to use the online system, conducting appeals online on their behalf or continuing to communicate via traditional offline channels to process appeals by post, the TPT has retained a ‘human touch’, even while adopting a ‘digital by default’ approach.

Funding and legislation
The independent TPT is funded by a Joint Committee of 300+ local authorities
and charging authorities authorities in England (outside London) and Wales.
This Joint Committee is called:
Parking and Traffic Regulations
outside London (PATROL).
The PATROL member authorities are fulfilling a statutory duty to make provision for independent adjudication against civil enforcement penalties they issue for traffic contraventions in villages, towns, cities and road charging schemes. This is underpinned by a series of legislation and regulations.
