Appeals Data

Access a comprehensive selection of data relating to the appeals decided by the Traffic Penalty Tribunal (data currently published up to 2021/22).

This data is generated from motorists’ appeals – decided by Traffic Penalty Tribunal Adjudicators – against Penalty Charge Notices (PCNs) issued by local authorities and charging authorities in England (outside London) and Wales.

Select from the icons and buttons below to view the different appeals data charts. Charts are available for data relating to individual Penalty Types (Parking, Bus Lanes, etc.) or Authorities. The data relating to two different authorities and the penalties they issue can also be compared. Finally, access the Detailed Overview table to view appeals data relating to all authorities in England (outside) London and Wales together.*

All of the reports allow filtering and manipulation of the data (e.g. by Year).

* The Authority Comparison and Detailed Overview table charts are not available on mobile and tablet screens, or browser windows of a similar ratio. Please use a desktop or laptop computer, or larger browser window, to view these charts.

Please note

The data charts in this section display optimally on a laptop or desktop computer.

All presented data is anonymous and only relates to the number of appeals / decisions made.

Data on the number of PCNs issued by an authority has been provided by that authority.

Where the number of PCNs issued by an authority is listed as Zero, this is likely to be
because that authority is yet to provide data to the Tribunal.

Looking for key cases?

Selected Traffic Penalty Tribunal decisions are published on the Traff-iCase key cases website (opens in new tab). These ‘key cases’ have been curated due to the common facts, issues and points of law they include, providing a reference for motorists who may have received similar penalty charges, or other interested parties.

The Traff-iCase website also includes key cases from London Tribunals (opens in new tab) and other UK traffic penalty adjudication bodies. While cases from these different adjudicating bodies have been curated together on the site for the convenience and interest of users, any information contained within the decisions remains the responsibility of the original adjudicating body. Any questions relating to the content of cases should also be directed to that adjudicating body.
