Submit an appeal

Submitting an appeal to the Traffic Penalty Tribunal is quick and easy. You won’t always win, but whatever the outcome, you will understand why.

We offer a fully online service that allows you to make an appeal against a Penalty Charge Notice (PCN) from start to finish on your computer, tablet or smartphone. From registering your case, to explaining what happened and uploading the evidence to support what you say, to being able to keep in touch with the Traffic Penalty Tribunal Adjudicator and Customer Support team throughout, before receiving a decision on your appeal.

At this point, you should have received a

Notice of Rejection (NoR) of Representations letter

from the authority that issued your Penalty Charge Notice (PCN).

You need to have an NoR letter in order to appeal to the Traffic Penalty Tribunal.

We can’t accept an appeal based simply on information given over the phone or in an email, without the details contained in an NoR letter.

The NoR letter is usually issued by the authority to the Registered Keeper of the vehicle after representations have been made against the issuing of the PCN, but were unsuccessful.

You have 28 days to submit an appeal
after receiving an NoR letter

At this stage, the PCN is payable in full
if your appeal to us is unsuccessful.

Notice of Rejection of Representations

You will know if you have an NoR letter if you see a
‘Notice of Rejection Date’ and a ‘PIN Code’

In most cases*, this information will be included within a box featuring the Traffic Penalty Tribunal logo (see example screenshot above), which also gives instructions on starting an appeal.

You will need a PIN Code in order to submit an appeal to us. If the NoR letter you have received does not have a PIN Code, please get in touch with us.

* NoR letters issued by Dart Charge and Merseyflow do not feature the Traffic Penalty Tribunal box

When starting your appeal, you will be asked to enter information contained in the NoR letter, including a PIN Code, Vehicle Registration Number and the number/s of the PCN/s you are appealing. You will also need a valid email address.

Please do not contact the Tribunal to submit an appeal without being in possession of an NoR letter. If you have made representations against your PCN, but have not received a response within 2 months, you should contact the authority.

If you have received a Charge Certificate, Order for Recovery or letter from a Bailiff,
you may be too late to submit an appeal to the Traffic Penalty Tribunal.

When starting your appeal, you will be asked to enter information contained in the NoR letter, including a PIN Code, Vehicle Registration Number and the number/s of the PCN/s you are appealing. You will also need a valid email address.

Explanation and evidence

You will then be asked to explain the circumstances of your appeal and will have the option to upload evidence. Our online system allows you to upload lots of different types of evidence, from photos, to scanned documents, to social media messages from your smartphone.

But don’t worry if you haven’t got all the evidence to hand straight away, you can provide it later.

Can I appeal more than one PCN?

You can add multiple PCN numbers to your case when submitting an appeal, using the ‘Add another PCN’ link on the appeal registration screen, as long as the PCNs relate to the same Authority, the same vehicle and are accompanied by an NoR letter/s.

Please ensure you do not create a new case for each PCN you have received, unless it relates to a different vehicle or authority.

More than 95% of all appeals to us take place fully online.

We’re confident that our online system is simple and accessible, and encourage you to try it and see for yourself. But we realise that, for some, getting online is not easy and there are many reasons why you might not want to.
