Below are the only grounds (reasons) on which a Traffic Penalty Tribunal Adjudicator can instruct a local authority in England (outside London) or Wales to cancel a Moving Traffic Penalty Charge Notice (PCN).

Compelling reasons
If you have not established a statutory ground of appeal, the adjudicator must refuse the appeal. If, however, the adjudicator considers that you have put forward ‘compelling (exceptional) reasons’, they may recommend cancellation of the penalty.
IMPORTANT: The authority is not obliged to follow an adjudicator’s recommendation, and if the compelling reasons have already been considered by the authority, it will rarely be proportionate for a recommendation to be made.
