Funding and legislation

The Traffic Penalty Tribunal is funded by a Joint Committee of 300+ local authorities and charging authorities in England (outside London) and Wales: Parking and Traffic Regulations outside London (PATROL).

In providing this funding, PATROL – and, effectively, its authority members – are fulfilling a statutory, legal duty to make provision for independent adjudication for appeals against the civil enforcement penalties they issue for traffic contraventions in their villages, towns and cities, as well as road user charging schemes.

The Adjudicators of the TPT are, however, independent lawyers, exercising a judicial function, and not employees of the Joint Committee or its member authorities.
