The Traffic Penalty Tribunal
The Traffic Penalty Tribunal is an independent body of lawyers who decide impartially whether or not a council was right to issue a penalty in given circumstances - and whether or not a vehicle owner is liable to pay a penalty.
The Traffic Penalty Tribunal, formerly the National Parking Adjudication Service, came into being in July 1999. The Tribunal's Adjudicators deal with appeals against penalties imposed for parking or bus lane contraventions by those councils in England (outside London) and Wales that have been granted civil-enforcement powers.
Adjudicators are appointed with the express consent of the Lord Chancellor and operate under the supervision of the Administrative Justice and Tribunal Council.
